This section provides an overview of the proposed bylaws changes and their potential impact on union governance, representation, and member participation. Each topic is examined using a consistent three-part framework:
- the current bylaws and existing practices,
- the changes that would occur if the proposed bylaws are adopted, and
- opportunities for strengthening member participation and democratic decision-making regardless of the outcome.
Our goal is to help members understand how the proposed changes could affect the structure of the union, the distribution of authority, financial oversight, representation at the chapter and bargaining-unit levels, and the processes through which members participate in decision-making. By reviewing each proposal in context, members can make informed decisions about the future governance of their union.
